Project Manager / Cost Estimator

Position: Project Manager / Cost Estimator – Heavy Highway & Bridge Projects
Job Type: Full-time
Location:

  • Primary Office: Great Falls, VA

  • Telework: Partial remote work available (2-3 days per week)

  • Field Work: Site visits required across Virginia, Central PA, and Eastern PA

 

Description:

Trusted Structures LLC is seeking a skilled Project Manager / Cost Estimator to lead preconstruction efforts, manage active projects, and support field operations across DOT, state, and federal infrastructure scopes. This role is essential to ensuring accurate cost projections, efficient field coordination, and timely delivery of materials and equipment.

You’ll work closely with our field foremen and executive team to build a high-performance delivery model focused on bridge and concrete infrastructure.

Key Responsibilities:

Estimating & Preconstruction

  • Develop detailed cost estimates for scopes including:

    • Bridge construction and phased rehabilitation

    • Concrete deck overlays, spall repairs, and parapet reconstruction

    • Structural concrete and reinforcing steel installation

    • Joint, bearing, and expansion system replacement

    • Retaining walls, sound walls, and MSE wall construction

    • Bridge drainage and incidental concrete structures

    • Selective demolition of bridge components

  • Prepare and submit bid packages via Bid Express (VDOT), ECMS (PennDOT), and SAM.gov (Federal)

  • Analyze drawings, specifications, and contract documents

  • Coordinate bid strategy, value engineering, and subcontractor pricing

 

Project Management

  • Manage project budgets, schedules, subcontractors, and documentation

  • Procure materials, rent equipment, and schedule deliveries to align with field timelines

  • Coordinate with field crews, inspectors, and prime contractors

  • Ensure compliance with DOT specifications, safety standards, and quality control

  • Track project progress and support timely, on-budget delivery

Qualifications:

  • 7+ years in heavy highway or DOT construction, with 5+ years in project management and estimating

  • Experience submitting bids to Federal, VDOT, and/or PennDOT via SAM.gov, Bid Express, and ECMS

  • Strong understanding of DOT specifications, unit pricing, and concrete scope estimating

  • Knowledge of bridge, highway, and/or concrete rehabilitation

  • Experience with bridge repairs, including joint systems, Fiber Reinforced Polymer (FRP) Wrapping, and epoxy injection methods preferred

  • Proficiency in estimating software

  • Excellent communication, coordination, and organizational skills

  • Willingness to travel to job sites across Virginia and Pennsylvania

Field operations are expected to begin in Spring 2026. This position is contingent upon the award of a qualifying contract to Trusted Structures LLC. Project Foreman

Position: Project Foreman – Heavy Highway & Bridge Construction

Location: Onsite Virginia (Statewide), Pennsylvania (East and Central)

Description:
Trusted Structures LLC is seeking an experienced Project Foreman to lead field operations on heavy highway and bridge construction projects. This role is ideal for a hands-on leader with a strong background in DOT-related scopes, including bridge rehabilitation, deck overlays, concrete repair, and reinforcing steel installation.

​

We are building a high-performance team to support DOT and federally funded infrastructure projects, with a focus on delivering high-quality, on-time, and on-budget work. 

​

Key Responsibilities:

  • Supervise and coordinate daily field operations for bridge and concrete scopes

  • Lead crews in the execution of:

    • Bridge construction and phased rehabilitation

    • Concrete deck overlays, spall repairs, and parapet reconstruction

    • Structural concrete placement and rebar installation

    • Joint, bearing, and expansion system replacement

    • Retaining wall and sound wall construction

    • Bridge drainage and incidental concrete structures

    • Selective demolition of bridge components

  • Interpret construction drawings and DOT specifications

  • Ensure compliance with safety protocols and quality standards

  • Coordinate with project managers, inspectors, and subcontractors

  • Track labor, materials, and equipment usage

  • Mentor and train crew members to maintain high performance and safety

Qualifications:

  • 10+ years of experience in DOT or heavy highway construction

  • 5+ years as a Foreman or Crew Lead on bridge projects

  • Proven experience with DOT specifications and inspection processes

  • Knowledge of bridge, highway, and/or concrete rehabilitation

  • Experience with bridge repairs, including joint systems, Fiber Reinforced Polymer (FRP) Wrapping, and epoxy injection methods preferred

  • Ability to read and interpret plans and manage field documentation

  • Strong leadership, communication, and organizational skills

  • CDL and DOT certifications (preferred)

  • Willingness to travel to job sites across Virginia
